Citizens undergoing urban renewal can fund their new buildings without cash-flow pressure thanks to the government financial supports available. Here is a comprehensive guide to the updated support amounts and conditions as of 2026.
Rights-holder owners with a single property registered as a risky building can receive a non-repayable grant of ₺700,000 from the Ministry of Environment, Urbanisation and Climate Change. A low-interest loan of up to ₺700,000 is also available. The loan interest rate is set at the CPI (TÜFE) rate; repayments begin two years after the building permit is issued over a 10-year term. Amounts are updated regularly — consult official sources for current limits.
From demolition until the new building is handed over, rights-holder owners receive monthly rent assistance covering temporary accommodation costs during the construction period. Assistance duration typically ranges from 18 to 36 months and is set on a provincial basis.
Rights-holder owners of buildings officially registered as risky under Law No. 6306 are the primary applicants. Tenants may benefit from rent assistance under certain conditions, but grants and loans are paid to the owner only.
The process starts with risky building registration. Once the certificate is in hand, the rights-holder applies to the Ministry's provincial directorate or authorised banks (Halkbank, Vakıfbank, Ziraat Bankası) to begin rent assistance and loan procedures.
