Every building owner who completes construction must obtain an occupancy certificate. Without it, title deed transfer is impossible, mortgage lending cannot proceed, and electricity, water and gas subscriptions cannot be activated. The occupancy process should be considered from the very beginning of the project, not just at the end.
The occupancy certificate confirms that the building has been technically completed in accordance with its approved project and is safe for use. Governed by Law No. 3194 (Zoning Law), without this document independent units cannot be legally occupied, title deeds cannot be transferred, mortgage lending cannot be obtained and utility subscriptions cannot be activated.
Once the file is complete, the application is submitted to the municipality's planning department. Authorised inspectors carry out an on-site visit to verify compliance with the approved project. If no deviations are found, the occupancy certificate is issued. With a complete application this typically takes 15–30 days.
Never deviate from the approved project during construction. Formalising changes through a permit revision is far more efficient in time and cost than dealing with them at the occupancy stage.
